Assessing emergency measures for accessibility

Insights from BDO Canada’s research.

According to a report from the World Meteorological Organization (WMO), the number of disasters related to a weather, climate, or water hazards has increased by a factor of five over the 50-year period. Studies have shown that persons with disabilities can be two to four times more likely to die during a disaster compared to the general population.

Persons with disabilities can face major challenges during emergencies and natural disasters, including lack of access to food, suitable shelter, medical care, transportation and other necessities. Even after an emergency is over, these challenges can remain for persons with disabilities.

The Accessibility Consulting team at BDO Canada recently released a report sharing research conducted on the current state of emergency preparedness and emergency response in Canada for persons with disabilities. The report highlights the critical importance of accessible emergency measures and outlines the best practices and legislative requirements in Canada and around the globe. The research shares that while Canada is making progress on becoming more accessible for persons with disabilities, the country has not yet taken a proactive approach to ensuring persons with disabilities are fully considered and included in emergency response planning and legislation across jurisdictions.

Findings from the report

Our analysis revealed several key areas where accessible emergency measures are lacking. Many organizations have not fully integrated accessibility into their emergency planning, resulting in significant risks for individuals with disabilities. Common gaps include:

  • Inadequate communication of emergency procedures to individuals with visual or hearing impairments 
  • Lack of accessible evacuation routes and safe areas 
  • Insufficient training for staff on assisting individuals with disabilities during emergencies 

Despite the identified gaps, our report also highlights organizations that have successfully implemented accessible emergency measures. These exemplary practices demonstrate the feasibility and benefits of prioritizing accessibility:

  • Utilizing multiple communication channels, including visual, auditory, and tactile alerts, to ensure all individuals receive emergency notifications 
  • Designing evacuation routes that accommodate mobility devices and providing clear signage to guide individuals to safe areas 
  • Conducting regular training sessions for staff on how to assist individuals with disabilities, ensuring they are prepared to act swiftly and effectively in emergencies 

Compliance with accessibility legislation is crucial for organizations to safeguard the rights and safety of individuals with disabilities. Our report outlines the key legislative requirements that organizations must adhere to, including:

  • Accessibility for Ontarians with Disabilities Act (AODA) in Ontario 
  • Accessible Canada Act (ACA) at the federal level
  • Provincial and territorial regulations across Canada
